Emergency — escalating

  2. Dave's cell phone is ringing. Not a text he'll read later — ringing.
  3. A voice reads him the address and the callback number.
  4. He says he'll take it, and the caller goes straight through.

This is the difference between answering the phone and getting someone to the house. An answering service that offers a Tuesday slot to somebody whose ceiling is coming down has already lost them.

That would have been a voicemail.

Every one of those details would have been lost. Two in three callers who reach a voicemail hang up without leaving one — so you would never have known this person called at all.
